It's always down at the ground that it fails. The post above is intact, but the bottom ten centimeters are soft, and now the whole fence section is pulling crooked. The alternative you've been told is to excavate the post and set a new one in concrete — a whole weekend, and you'd need to borrow an earth auger.
Drive the bracket in next to the post and screw it on
The spike is driven into the ground next to the old post, the bracket is screwed onto the sound part and takes over the load. The post stays where it is, the fence is straightened up, and you don't have to excavate, pour concrete or wait for it to harden.
